Dr. Steve Rajpatty PhD is currently the Managing Director of Atlantic Project Consultants Limited (APCL). Under his leadership, APCL has grown into one of the most respected Project Management firms in Trinidad & Tobago and arguably within the English-speaking Caribbean.
Steve has built a solid reputation for himself throughout the industry as a leading consultant in the fields of Project Management, Construction Management, Quantity Surveying, Project Planning & Execution, Property Valuation and Dispute Resolution, with over twenty-five (25) years of experience in the respective fields. He is a Chartered Quantity Surveyor, Chartered Construction Manager, FIDIC Engineer, Chartered Building Engineer and Affiliate of the Appraisal Institute of America. Steve’s experience extends beyond construction to executive management, having served in various capacities including the leadership roles of Chief Executive Officer, Executive Director, General Manager and Marketing & Sales Manager within the construction industry, the energy sector and entities in the business of leisure, manufacturing and finance. His business-oriented background including commendable expertise in operations management, marketing, human resource management and finance complement his technical skills granting him cutting-edge proficiency in providing clients and other stakeholders with sound advice and professional guidance from a holistic perspective in relation to any project. He was further appointed to the office of Chairman of the Green Fund for the period 2001-2003 by the President of Trinidad and Tobago.
Steve received his PhD in Organization and Management from Sheffield Hallam University of the United Kingdom in the year 2011. Additionally, he holds a Post Graduate Diploma in Business Administration (PGDip BA), as well as a Master of Business Administration (MBA) both awarded from the renowned Cardiff University (Cardiff Business School), in the years 1990 and 1991 respectively. He also holds a Professional Diploma in FIDIC Contracts which he attained from the College of Contract Management in the UK. In 2001, Steve attained an MSc in Total Quality Management and Business Excellence from the Sheffield Hallam University, following which he commenced an MSc in Construction Law & Arbitration in the year 2008. He has written and presented several papers at various international conferences, such as the AACE International 52nd Annual Meeting and the ICEC 6th World Conference, held in Toronto, Canada, entitled “The Role of the Estimator on Today’s Construction Industry (A Contractor’s Perspective)”. Together with Professor Al-Shaghana, Steve presented several papers at “Integrating for Excellence”, Sheffield Hallam University UK, one such paper being “Implementing the APCL Model as a means of achieving Process Management Improvement: Case Study from the Construction Industry in Trinidad”. Steve further authored an article entitled “Concern in the Caribbean: Strategies for Surviving the Economic Crisis”, published in the RICS Property World Journal, 2009 Fall Edition. Dr Rajpatty has also lectured on Project Planning, Construction Project Management and Budgeting in St Lucia and Guyana. Recently, he published an article, “Foundation of a Legal Claim: Contract vs Tort in Building Disputes” - (Who’s Who 2024/2025).
Steve also serves as the Editor-in-Chief of Caribbean Construction Digest, a magazine geared towards the construction industry in the Caribbean. He is a Fellow of the Association for Project Management UK (APM), Fellow of the Chartered Institute of Builders (CIOB), Fellow of Quantity Surveyors International (QSi) and Fellow of the Royal Institute of Chartered Surveyors (RICS) with which he is additionally accredited as a Licensed Assessor Trainer. He is a Member of the, the Association for the Advancement of Cost Engineering, the Urban Land Institute, the Institute of Surveyors of Trinidad and Tobago and the Green Register of Construction Professionals. He is an Associate Member of the Chartered Institute of Arbitrators and a Chartered Building Engineer.
Steve is happily married to Ms. Lenore Sooknarine, and is the father of three children.
